fix: add setup.cfg mypy config, fix entry dict type annotation

- setup.cfg: configure mypy to disable import-untyped errors (requests,
  kubernetes lack stubs) and ignore kubernetes attr errors
- check_versions.py: annotate entry dict as dict[str, Any] to resolve
  type errors on entry["image"] and entry["latest"] in mirror loop
